In the mid 1990's, the Upper Occoquan Sewer Authority (UOSA) embarked on a system-wide program to upgrade their existing facility and expand treatment capacity to fifty-four million gallons per day. The resulting four year project included new process systems for primary, secondary, filtration, absorption, final and residual treatment facilities, as well as existing system modifications. This program has been advanced through a series of separate construction contracts and with a base construction budget of $198 million to a final cost totaling over $250 million.
Seeking experienced construction support for this endeavor, UOSA selected Warner first to help develop the contract documents, implement project controls and later to assist with the resolution of time related construction disputes.
Warner reviewed and analyzed the "Overall Project Critical Path" and concluded that of the approximately three years of the joint venture's extended performance only approximately three and one-half months arose as a result of delays which are excusable.
