The technology boom of the 90's put the requirement to move the Patent Office to an expanded campus on a fast track. The General Services Administration engineered an innovative public/private development program to facilitate the transfer, with liberal incentives and penalties to effectuate a timely relocation.
The PTO Construction Manager, Turner Construction Company, retained Warner to develop and support a comprehensive master schedule to manage the $600M six-building campus and ensure timely completion of the contract delivery dates. The GSA sought to guarantee those dates with a sophisticated liquidated damages formula base on square footage of occupied space.
Warner developed a close working relationship with the field superintendents managing each building in order to update the schedule on a weekly basis, and then formally reported progress to the Developer and GSA at monthly intervals.
