The Virginia Department of Transportation (VDOT) is responsible for developing and implementing a statewide program for project delivery via Virginia’s Public-Private Transportation Act (PPTA), Design-Build and other alternative procurement methods that expedite or improve project completion. Since 1995, VDOT has considered 53 proposals for projects under the PPTA. These proposals have resulted in 11 comprehensive agreements and a current portfolio of active and completed public-private partnerships throughout the Commonwealth totaling more than $6 billion.
The current program and project direction is in support of the Commonwealth Transportation Board’s Six Year Improvement Program and the Governor’s and General Assembly plans with regard to high-level state and private sector partnership transportation initiatives. The Innovative Project Delivery Division provides day-to-day technical staff expertise in support of these efforts.
Warner has been awarded a two year base contract with three one year renewal options to provide professional staff augmentation program and project management services on an as needed basis in support of all Public-Private Transportation initiatives throughout the Commonwealth. Warner’s contract will be administered by the Virginia Department of Transportation’s Innovative Project Delivery Division (IPD) and is authorized and available to be utilized by all agencies housed under the Secretary of Transportation. Warner’s team is led by Mark Anderson, with support by Fred Bush, Esq. and Expert Consultant, Michael C. Loulakis, Esq.
After an initial “kickoff” meeting in Richmond with all IPD Project Managers, Warner’s initial assignments are forecasted to provide engineering design assessments and cost estimate validation on an approximately $41 million Design-Bid-Build Battlefield Parkway project and engineering design assignment assessment and utility relocation; right-of-way acquisition and cost estimate validation on an approximately $28 million Pacific Boulevard extension in Loudoun County, VA.
