Tom Martin is a licensed Professional Engineer in the District of Columbia, Commonwealth of Virginia and State of Maryland with over 30 years of construction industry experience specializing in schedule development and analysis, cost estimating and budget control, design engineering, claims analysis and disputes resolution. He has provided these services within a variety of delivery methods including design-bid-build and design-build.
Tom has significant experience in the resolution of domestic and international construction disputes, having worked on projects in China, Israel, the United Kingdom (England and Scotland), Abu Dhabi, Mexico and Egypt. He has provided analysis and advice which resulted in months being shaved from projected project completion and negotiated settlements of millions of dollars for clients. He has provided this assistance on roads and bridges, water and wastewater treatment plants, federal buildings, hotels, airports, power plants, hospitals, high-rise buildings, prisons and schools.
Tom has also been qualified and testified as an expert witness in the areas of CPM scheduling, cost estimating and cost analysis in various forums, including the Armed Services Board of Contract Appeals, Federal District Court, and Maryland Circuit Court, as well as before arbitration panels, mediators and dispute review boards.
