Christopher Smith CCE, CCM, PMP, PE, Ph.D., Executive Consultant
C. Christopher Smith is a registered Professional Engineer with over 17 years of construction management and claims consulting experience on projects totaling over $10 billion. Dr. Smith has been recognized as a subject matter expert in the areas of cost and schedule by the United States Court of Federal Claims. His experience includes the management of large design and construction projects to include scheduling and cost engineering functions, negotiation and mediation support, expert reports and testimony on subjects related to schedule, cost, contract administration, risk management and procurement strategies. Dr. Smith served as Project Director on the largest construction claim in the history of the U.S. General Services Administration and was on-call to the U.S. Department of Energy for claims avoidance services at the Nuclear Waste Treatment Plant at Hanford, Washington. Dr. Smith is an adjunct faculty member of the Project Management Program at the A. James Clark School of Engineering at the University of Maryland.
Before entering private practice, Dr. Smith served over ten years as a United States Naval Officer within the Naval Facilities Engineering Command (NAVFAC). His tours of duty included Resident Engineer on the $250 million renovation of the U.S. Naval Academy’s Historic Bancroft Hall. This facility is the world’s largest college dormitory and its renovation represented the largest facility repair project in the history of the United States Navy. Dr. Smith’s Naval service also included assignments as Construction Advisor to the Navy’s mission to Honduras following Hurricane Mitch in 1998, Facilities Manager of the 300 bed Naval Hospital at Camp Lejeune, North Carolina and as Seabee “A” Company Commander where he was responsible for construction projects in Japan, South Korea, Hawaii, Alaska, Puerto Rico, Haiti and Cuba.
In addition to his Professional Engineering registration, Dr. Smith holds certifications as a Certified Cost Engineer (CCE), Certified Construction Manager (CCM) and Project Management Professional (PMP). He serves on four national committees of the Associated General Contractors of America and is the Chair of both the Construction Management Association of America’s (CMAA) Schedule Task Force and the Legal Committee for CMAA’s National Capital Chapter.
