Richard J. Raeon Esquire General Counsel
Dic Raeon, an attorney in private practice who specialized in US federal public contract law for over sixteen years before joining Warner, has had broad experience in the evaluation, analysis, preparation, presentation, negotiation and litigation of both construction and procurement contract disputes involving all parties to the construction process and many aspects of the procurement process. His experience includes involvement with many US federal agencies and departments, as well as many local and state authorities in numerous jurisdictions, and a multitude of commercial/industrial projects, both domestically and internationally. Mr. Raeon has appeared in the United States Court of Federal Claims, the United States Court of Appeals for the Federal Circuit, the United States District Courts for the District of Columbia and both the Eastern and Western Districts of Virginia, as well as in a number of other District Courts throughout the nation, and before the Armed Services, General Services Administration, and Corps of Engineers Boards of Contract Appeals. In addition, Mr. Raeon has participated in a variety of Alternative Dispute Resolution proceedings, including service as both an arbitrator and mediator, in major mini-trials, and before a number of dispute review boards.
