Stu Wolfrey is an executive manager with more than 35 years of diverse program and project management experience on more than $3 billion of construction. His professional expertise includes program development, master planning, design, real estate development, facility evaluation and analysis, systems development, construction evaluation and administration, estimating, budgeting and asset management. His leadership is recognized as creative and effective and his detailed, analytical management approach is owner focused and team oriented.

Mr. Wolfrey’s professional career has been international in scope with responsibility for major projects in the U.S., the Middle East and Central America. His Project Management background includes many large-scale projects. He was instrumental in the development of more than $1 billion worth of multifamily housing in more than 125 projects containing over 35,000 dwelling units across the country while with a major national real estate developer. As the Vice President of Warner’s Project Management Group, Mr. Wolfrey has guided the successful development and implementation of our client’s programs on projects both large and small, including $197 million in mixed use projects for the City of Baltimore under their first three HOPE VI initiatives.
